IVRCL Limited is a cautionary tale in India's infrastructure sector. Once a ₹25,000 Cr order book EPC giant, it collapsed under the weight of excessive debt, project execution challenges, and infrastructure sector slowdown. It is now under active CIRP proceedings at NCLT and has been delisted from exchanges. Equity investors should treat current shares as highly speculative with near-zero recovery value. The shares trade at ₹2 in the unlisted market, reflecting speculative activity rather than fundamental value. Suitable only for sophisticated investors who fully understand IBC/CIRP mechanics and accept the probability of total loss.
Pros
Cons
Business Segments
Water & Environment
Design and construction of water supply schemes, sewerage treatment plants, irrigation projects, and environmental engineering. Historically IVRCL's largest segment.
Buildings & Industrial Structures
Construction of commercial buildings, industrial facilities, residential complexes, hospitals, and institutional structures
Transportation
Highway construction, bridge building, flyovers, and other transportation infrastructure projects
Power & Others
Transmission line projects, power plant civil works, and miscellaneous EPC contracts
Revenue Model
IVRCL historically operated as an Engineering, Procurement, and Construction (EPC) contractor. Revenue was recognized on percentage-completion basis for fixed-price and cost-plus contracts. The company also operated through subsidiaries in BOT (Build-Operate-Transfer) and real estate. Working capital was primarily funded through bank credit lines against project receivables. This model collapsed under accumulated debt and receivable delays.
Detailed Analysis
Growth Plans
A strategic infrastructure company (domestic or foreign) acquiring IVRCL's assets through a resolution plan could revive some business operations
Government-backed infrastructure sector revival could incentivize bids for IVRCL's water and transportation EPC capabilities
Favorable NCLT orders or successful haircut negotiation with CoC could unlock a resolution plan
Industry Tailwinds
Recent Developments
IVRCL's CIRP has been one of India's longest-running large corporate insolvency cases. As of 2024, the NCLT proceedings continue with the Committee of Creditors evaluating options including fresh resolution plan invitations or liquidation proceedings.
2023–2024Extended insolvency proceedings have led to deterioration of IVRCL's project assets, equipment, and human capital. Subsidiaries have faced separate insolvency proceedings. The net realizable value for creditors has diminished over time.
2023Multiple prospective resolution applicants have conducted due diligence on IVRCL's assets. However, the massive debt overhang and asset condition have made it difficult to attract viable bids at prices acceptable to the CoC.

About IVRCL Limited
IVRCL Limited (formerly IVRCL Infrastructure and Projects Limited) was one of India's largest infrastructure construction companies, headquartered in Hyderabad, Telangana. Founded in 1987 and listed on BSE and NSE, the company built its reputation executing large-scale water supply, sewage, irrigation, highways, buildings, and power transmission projects across India. At its peak, IVRCL had an order book exceeding Rs.25,000 crore and executed landmark projects including the Chennai-Ennore Port road, various Hyderabad Metro feeder roads, and numerous state-funded irrigation schemes. The company employed over 10,000 professionals and had a presence in virtually every major infrastructure segment — water and environment (its founding competence), transportation, buildings and industrial structures, and power. However, the company began facing severe financial difficulties from around 2011 onwards as a combination of project execution delays, cost overruns on fixed-price contracts, slow government payments, and aggressive debt-funded expansion created an unsustainable financial position. By FY2016, IVRCL's consolidated debt had swelled to approximately Rs.14,000 crore against rapidly declining revenues. The account was classified as a Non-Performing Asset (NPA) by its lenders. In July 2019, the National Company Law Appellate Tribunal (NCLAT) ordered liquidation of IVRCL under the Insolvency and Bankruptcy Code (IBC). Subsequently, in March 2020, GABS Megacorp Private Limited acquired IVRCL as a going concern through the resolution process for Rs.1,654 crore — a significant haircut for lenders. The resolution was a landmark case in India's IBC jurisprudence concerning large infrastructure companies. Post-acquisition, the company's fate and operational revival have been subject to ongoing legal and commercial proceedings, making its shares highly speculative instruments trading only in unlisted markets.

IVRCL is under active CIRP proceedings at NCLT. The company is legally controlled by the Resolution Professional and CoC, not its promoters or board. Equity shareholders face near-total loss of investment as per IBC waterfall mechanics.

If no viable resolution plan is approved by the CoC within the CIRP timeline (extendable by NCLT), IVRCL faces liquidation under IBC. Liquidation would result in asset sale and distribution to creditors, with equity holders receiving nothing if assets are insufficient to cover debts.

IVRCL's total debt estimated at ₹10,000–14,000 Cr owed to lenders including SBI, PNB, Andhra Bank, and others. This far exceeds the company's estimated realizable asset value, making full creditor recovery impossible and equity recovery non-existent.
