NRL Ideation Angel Fund is a SEBI-registered Category I Alternative Investment Fund managed by NEDFi Venture Capital Limited (NVCL), a wholly owned subsidiary of the North Eastern Development Finance Corporation Limited (NEDFi), a public financial institution headquartered at NEDFi House, G.S. Road, Dispur, Guwahati, Assam 781006. The fund was established in May 2023 as the equity investment vehicle for Numaligarh Refinery Limited's (NRL) flagship NRL iDEATION startup initiative, which has supported the North East India startup ecosystem since 2017. NRL engaged NVCL as the fund manager through a formal selection process, as required by SEBI's AIF guidelines, to manage a startup equity portfolio with a target corpus of INR 30 crore. The fund invests in early-stage startups from the North Eastern region across sectors including clean energy, agritech, health, and deeptech. By FY25, the NRL Ideation Angel Fund, together with the Manipur Startup Venture Fund, had committed nearly INR 19 crore to high-potential ventures across the region. NVCL is CIN U65999AS2016GOI017522, incorporated on 2 August 2016 and is also the manager of the North East Venture Fund (NEVF), a separate venture fund backed by the Ministry of DoNER and SIDBI.
Prasanta Kumar Talukdar

Prasanta Kumar Talukdar leads the Investment Team at NEDFi Venture Capital Limited (NVCL). He has over 15 years of combined experience in equity investments and consulting in the developmental sector, including projects funded by multilateral agencies such as ADB and KfW. Prior to NEDFi, he worked with SMEC, a multinational consulting firm. He holds a Master's Degree in Agricultural Statistics from Assam Agricultural University and an MBA in Project Management from SMU. He serves as a board member at several NVCL portfolio companies including Symbiotic Foods, ParkingRhino, and Automovill Technologies. He is the SEBI-registered contact for the Manipur Startup Venture Trust.
Mrirani Sarmah

Mrirani Sarmah looks after the legal aspects of NVCL. She has 14 years of experience in documentation for equity and debt instruments, legal litigation, arbitration, and corporate law. She holds a Master's Degree in Commerce and a Bachelor's Degree in Law from Guwahati University and is also a qualified Company Secretary (intern).
Zaveer Zaman
